Band, tools, site and remote policy sit in the same four rows on every role, because that is what an engineer scans for first.

Roles filter by sector with one tap or one keypress.
Safety orange, in one place
One saturated field carries the first screen and the page headings. Everything else is warm grey and near-black, so the colour means "start here".
